This service is available to Kenyan citizens, as well as foreign nationals who have resided in Kenya for a period exceeding six (6) months.
A Certificate of Good Conduct (Police Clearance Certificate) is issued by the Directorate of Criminal Investigations (DCI) in Nairobi to confirm whether an individual has a criminal record in Kenya.
Core Application Requirements
Applicants must prepare and upload the following credentials during the application process:
- eCitizen Application Form: Duly completed and printed from your personal profile.
- Identification (Kenyan Citizens): Original and a clear copy of your second-generation National ID Card or valid e-Passport.
- Identification (Foreign Nationals): Original and a copy of the foreign passport used while residing in Kenya, along with proof of residence status (e.g., Alien Certificate, Work Permit, or Student Visa).
- DCI Fingerprint Form (Form C23): Form printed from the portal, left blank for physical ink enrollment.
- Processing Fee: Paid directly on the portal via the integrated electronic payment methods.
Application and Biometric Enrollment Procedure
Online Application and Payment
- Log in to the eCitizen portal (ecitizen.go.ke) and navigate to the Directorate of Criminal Investigations (DCI) module. Complete the application form, make the online payment, and print the DCI Fingerprint Form (Form C23) and invoice.
Schedule an Appointment for Fingerprinting
- Book an appointment with the Consular Section in the Philippines. You must bring your printed Form C23, identity documents, and two (2) passport-sized photos. A consular officer will execute your physical rolled-ink fingerprint impressions on the document.
Submission and Central Review
- The authenticated fingerprint form is transmitted to the DCI Headquarters in Nairobi for automated database matching and criminal record checks.
Download Approved Certificate
- Upon successful verification, the electronic Certificate of Good Conduct will be uploaded directly to your eCitizen account. You can download and print the secure PDF file from anywhere; the physical mission does not issue a paper copy.
Processing Timeline: The typical completion timeframe ranges from two (2) to four (4) weeks from the date of fingerprint submission. The issued certificate features a secure QR code for validation by foreign employers or immigration authorities (such as the Philippine Bureau of Immigration).
