KRA Passenger Travellers' Information Pack
Visitor Services
To ensure a seamless clearance experience at Jomo Kenyatta International Airport (JKIA) or any other port of entry, travelers are required to familiarize themselves with duty-free allowances, declaration thresholds, and prohibited items.
All travelers entering or departing the Republic of Kenya are subject to customs and border control regulations enforced by the Kenya Revenue Authority (KRA) under the East African Community Customs Management Act (EACCMA).
Mandatory Passenger Declaration
Complete the Online Form
- Prior to arrival in Kenya, all passengers must complete the official Passenger Declaration Form (Form F88) via the eCitizen integration portal (ecitizen.kra.go.ke). This digital declaration service is free of charge.
Pre-Arrival Baggage Scanning
- Upon landing, all checked-in luggage undergoes non-intrusive automated scanning by Customs officials before reaching the baggage delivery hall. Handheld and cabin bags are scanned at the final clearance checkpoint.
Customs Channel Selection
- Proceed to the Green Channel if you have nothing to declare (personal effects only within legal limits). Proceed to the Red Channel if you are carrying items that exceed duty-free limits, commercial merchandise, or restricted goods.
Customs Allowances and Thresholds
Used Personal Effects
- Exempt from customs duties (includes worn apparel, personal footwear, and active personal electronics like one mobile phone and one laptop).
New Accompanied Items
- Duty-free up to a total value of USD 2,000 per traveler, provided they are for personal or household use and are explicitly declared. Values exceeding this limit attract standard import taxes.
Currency Threshold
- Liquid currency or monetary instruments exceeding USD 10,000 (or foreign equivalent) MUST be declared to Customs upon arrival and before departure.
Alcoholic Beverages
- Spirits/Liquors not exceeding 1 liter, OR Wine/Beer not exceeding 2 liters (applicable only to passengers aged 18 years and above).
Perfumes & Toiletries
- Total not exceeding 1 liter, of which the pure perfume extract must not exceed 250 ml.
Prohibited and Restricted Items
Absolute Prohibitions: Fake currency, narcotic drugs under international control, pornographic or indecent materials, and used tires for passenger cars or light commercial vehicles are strictly prohibited. Attempted importation results in immediate seizure and criminal prosecution.
- Restricted Goods: The following items require specialized institutional permits prior to arrival:
- Firearms and Ammunition: Requires an import permit from the Firearms Licensing Board (FLB).
- Drones / Filming Equipment: Requires specialized clearance from the Kenya Civil Aviation Authority (KCAA).
- Plants, Seeds, and Animal Products: Requires authorization from KEPHIS / Directorate of Veterinary Services.
- Medication/Pharmaceuticals: Prescription drugs for personal use must be accompanied by an authentic medical doctor's prescription.
Returning Kenyan Residents (Relocation)
Kenyan diaspora residents permanently relocating from the Philippines back to Kenya are entitled to duty-free exemptions on used household effects and one (1) motor vehicle, provided they have resided outside Kenya for at least two (2) consecutive years and have owned the effects for a minimum of twelve (12) months.
An exemption permit must be processed via the KRA portal before the shipment arrives at the Port of Mombasa.
