Indigency Assistance Request

Request a Certificate or Endorsement of Indigency from the Consulate for submission to the Philippine Bureau of Immigration.
The Consulate of Kenya in Manila with the Embassy of Kenya in Indonesia may issue a Certificate or Endorsement of Indigency to Kenyan citizens in the Philippines who have fallen into financial distress and are seeking removal from the Philippines on grounds of indigency.

The Certificate or Endorsement is intended for submission to the Philippine Bureau of Immigration as part of the applicant's request for removal due to indigency.

The Consulate does not provide financial assistance or determine the applicant's immigration fees, penalties, removal order, or eligibility for removal. The final decision on the application for removal due to indigency rests with the Philippine Bureau of Immigration.

Requirements – Certificate/Letter of Indigency

Written request/application letter addressed to the Kenyan Consulate in Manila

Photocopy of the Kenyan Passport bio-data page : Name, Address, Mobile number, Reason

Philippine Immigration Documents, as applicable: Philippine visa, ACR I-Card, Latest Philippine immigration admission/arrival stamp

Philippine Bureau of Immigration indigency/removal case, the applicant should also comply with any additional requirements prescribed by the BI.

The Consulate does not provide financial assistance or determine the applicant's immigration fees, penalties, removal order, or eligibility for removal. The final decision on the application for removal due to indigency rests with the Philippine Bureau of Immigration.
